Managing Director (Designate) Community Learning and Skills Local Authority Trading Company (CLS LATCo)

Job outline

  • Responsible for the effective leadership and performance of the service and its development as a local authority trading company to deliver a Community, Learning and Skills provision in Kent. This will provide the overall vision, strategic goals and targets as determined by the KCC Shareholder Committee and will meet KCC’s service specification for Adult Skills, Community Learning and Apprenticeships.
  • Accountable for the outcomes achieved, the quality of the provision, budget and other resources, statutory compliance, setting strategy, managing local and national relationships, setting up and managing business operations and driving the business forward.

Job accountabilities

  • Be accountable to the KCC Lead Commissioner (Corporate Director, Education and Young People’s Services) and Shareholder Committee for all aspects of the operation of the service and the outcomes achieved, including the development of the new company.
  • Ensure the provision of high quality Adult Skills and Community Learning across Kent to meet the KCC service specification and grant conditions of the Skills Funding Agency (SFA) and Education Funding Agency (EFA).
  • Provide strategic and operational leadership to build a successful service and senior management team, strong performance culture and motivate and engage employees and the wider workforce across the organisation.
  • Ensure the service meets the provisions of the Strategic Plan and key performance indicators and report outcomes to the Shareholder Committee as required.
  • Lead the future development of the short, medium and long term business development strategies to deliver new business and market penetration within the Adult and Community Learning sector.
  • Be accountable for managing financial and other resources, produce financial, performance, risk, funding and other management reports as required by KCC Shareholder Committee, national funding agencies and the LATCo board
  • Develop a high level of customer interaction and satisfaction, establish, build and maintain external, partnerships and commercial relationships to ensure that business resources are able to satisfy customer demands, expectations, market changes and funding changes.
  • Manage operations through the Directors, monitor performance, identify and exploit opportunities that will improve organisational performance.
  • Lead and manage all aspects of organisation transformation, to re – position and re–focus the LATCo as a not for profit trading company.
  • Ensure that effective arrangements are in place to secure the overall well-being and the health & safety of all employees and people delivering services for the LATCo.
  • Ensure statutory, regulatory and funding agencies’ requirements are fully complied with and that staff do not act in conflict with the stated aims and strategic goals of KCC as the sole shareholder.
  • Develop effective partnership relationships with service leaders in KCC, and other providers in Kent as well as with external agencies in order to enhance and secure the success of the company and the improved outcomes for all learners.
